Leeds, the heart of the West Yorkshire Urban Area, is the UK’s third-largest city and third-largest manufacturing economy. In mid-February 2015, Leeds City Council approved a public consultation to review plans to build 66,000 new homes in the city by 2028 in over 750 sites.
