Initially Taylor Wimpey put forward an outline application to the Redcar and Cleveland Council where planning permission was granted. In March 2015 a more detailed application was granted where the access, appearance, landscaping, layout and scale of the site were stipulated. In November 2015, Taylor Wimpey purchased the outlet.
